1. Purpose
The Global Interdisciplinary Research and Publishing Collective (GIRPC) Journal is committed to ensuring the integrity, quality, credibility, and scholarly value of all published research through an independent and impartial peer-review process. Peer review serves as the principal mechanism through which submitted manuscripts are evaluated for originality, methodological soundness, ethical compliance, scholarly significance, clarity of presentation, and contribution to existing knowledge. The Journal recognizes peer review as a fundamental safeguard of academic quality and is committed to conducting the review process with fairness, confidentiality, transparency, and professional responsibility.

2. Scope
This policy applies to all manuscripts submitted to the Journal, including original research articles, review articles, case studies, short communications, methodological papers, and other scholarly contributions accepted within the scope of the Journal. Editorials, announcements, notices, and invited content may be exempt from external peer review at the discretion of the Editor-in-Chief.

3. Peer Review Model
The GIRPC Journal operates a double-anonymous (double-blind) peer-review system.
Under this model:

Authors do not know the identity of reviewers.

Reviewers do not know the identity of authors.
-
Editorial staff take reasonable measures to remove identifying information before manuscripts are sent for review.

Reviewer identities remain confidential unless disclosure is required by law or expressly agreed upon by all parties.

This review model is intended to promote impartiality, minimize bias, and ensure objective evaluation.
​
4. Editorial Screening
Every submitted manuscript undergoes an initial editorial assessment before external peer review.
During this stage, the Editorial Office evaluates whether the manuscript:

Falls within the aims and scope of the Journal.

Demonstrates sufficient academic quality.
-
Meets basic formatting and submission requirements.
-
Appears original and suitable for scholarly evaluation.
-
Complies with the Journal's ethical and editorial policies.

Contains all required documentation.

The Editorial Office may return manuscripts for technical revision or decline manuscripts that clearly fail to satisfy the Journal's minimum standards. Initial editorial screening does not constitute acceptance for publication.

5. Appointment of Reviewers
Manuscripts considered suitable for peer review are assigned to a minimum of two independent reviewers possessing appropriate subject expertise.
Reviewers are selected based upon:

Academic qualifications.

Research experience.

Publication record.
-
Subject expertise.
-
Professional competence.
-
Independence from the authors.

Where necessary, additional reviewers or specialist reviewers may be invited. The Editorial Office reserves the right to replace reviewers who fail to complete evaluations within a reasonable period or who are unable to provide an objective assessment.

6. Responsibilities of Reviewers
Reviewers are expected to:

Conduct reviews objectively and professionally.

Maintain strict confidentiality.

Evaluate manuscripts solely on scholarly merit.

Provide constructive and evidence-based recommendations.

Declare any actual or potential conflict of interest immediately.

Complete reviews within the requested timeframe whenever reasonably possible.

Notify the Editorial Office of any suspected ethical concerns or publication misconduct.

Reviewers shall not use unpublished information obtained through peer review for personal research, professional advancement, or any other unauthorized purpose.

7. Evaluation Criteria
Reviewers evaluate manuscripts with reference to the following criteria, where applicable:

Importance of the research question.

Relevance to the Journal.

Adequacy of the literature review.

Methodological rigor.

Validity of data collection and analysis.

Interpretation of findings.

Strength of discussion.

Ethical compliance.

Appropriateness of references.

Overall contribution to scholarly knowledge.

Reviewers are encouraged to distinguish between essential revisions and optional recommendations.

8. Reviewer Recommendations
Following evaluation, reviewers may recommend one of the following outcomes:

Accept without revision.
-
Accept subject to minor revisions.
-
Major revisions required.
-
Reject with invitation to resubmit following substantial revision.

Reject.

Reviewer recommendations are advisory and do not bind the Editorial Board. The final publication decision remains the responsibility of the Editor-in-Chief or the designated Handling Editor.

9. Revision Process
Where revisions are requested, authors shall:

Prepare a revised manuscript.
-
Respond individually to each reviewer comment.
-
Clearly identify all revisions made.
-
Provide explanations where recommendations have not been adopted.

The Editorial Office may return revised manuscripts to the original reviewers or appoint additional reviewers where necessary. Acceptance is granted only after the Editorial Board is satisfied that all significant concerns have been adequately addressed.

10. Confidentiality
All materials submitted for peer review shall be treated as confidential. Editors, reviewers, editorial staff, and all individuals involved in manuscript handling shall preserve confidentiality throughout and after the review process. Confidential information obtained through peer review shall not be disclosed, reproduced, distributed, or used for personal benefit without prior written authorization.

11. Conflict of Interest
Reviewers shall decline review invitations where any circumstance exists that may reasonably compromise their independence or impartiality.
Conflicts of interest may include, but are not limited to:

Financial interests.

Institutional relationships.
-
Personal relationships.
-
Academic collaboration.
-
Direct professional competition.

Where a conflict becomes apparent after acceptance of the review invitation, the reviewer shall immediately notify the Editorial Office.

12. Ethical Concerns
Reviewers are encouraged to report any concerns regarding:

Plagiarism.
-
Duplicate publication.
-
Data fabrication or falsification.
-
Image manipulation.
-
Citation manipulation.
-
Undisclosed conflicts of interest.
-
Ethical approval deficiencies.
-
Authorship disputes.
-
Any other suspected breach of publication ethics.

The Editorial Office shall investigate such concerns in accordance with the Journal's Publication Ethics Policy.

13. Editorial Decisions
Following consideration of reviewer reports and editorial assessment, the Journal may issue one of the following decisions:

Accept.
-
Accept subject to minor revisions.
-
Major revisions required.
-
Reject with invitation to resubmit.
-
Reject.

Editorial decisions shall be communicated to the corresponding author together with anonymized reviewer comments, where appropriate. The Editor-in-Chief retains full authority over all editorial decisions.

14. Appeals
Authors may submit a written appeal if they believe that:

A significant procedural irregularity occurred during peer review.
-
A material factual error affected the editorial decision.
​​
Appeals shall be reviewed independently by the Editor-in-Chief or another designated senior editor. The outcome of the appeal shall be communicated in writing and shall be final.

15. Reviewer Recognition
The Journal acknowledges the valuable contribution of peer reviewers to the advancement of scholarly publishing. Subject to reviewer consent and applicable confidentiality requirements, the Journal may provide certificates of review, letters of appreciation, annual acknowledgements, or other forms of professional recognition.

16. Continuous Review of the Policy
This Peer Review Policy shall be reviewed periodically to ensure continued effectiveness and alignment with internationally recognized principles of scholarly publishing, research integrity, and editorial best practices.
The Journal reserves the right to amend this policy where necessary to improve the quality, transparency, and efficiency of its peer-review process.
